PwC was commissioned by CHP to conduct a review of the LIFT programme’s sub-leasing model. The objective of this review, published in October 2024, was to evaluate the relative costs and benefits of the model compared with the broader NHS portfolio and commercial alternatives.
As part of this review, PwC analysed the cost of the LIFT estate in comparison with the wider NHS estate using ERIC data, focusing on occupancy costs, maintenance, and lifecycle costs.
The review also examined LIFT agreements against typical commercial development alternatives, considering factors such as cost certainty, inclusivity of services, and exposure to market price fluctuations.
Additionally, the review assessed the broader qualitative benefits of the LIFT programme, including patient and user experiences, the quality of facilities, and service level benefits. You can download the review here.
